My cheapest flight post is a bit US-centric but it might help.
Maybe a little low tech, but have you tried using (shock horror!) a travel agent?!?!
I use a travel management company in the UK and even with their fee I usually get a better deal than I find on expedia, travelocity, or the airlines site. Most times the ticket is more flexible too
